Why the Hub exists

Knowledge that stays scattered cannot change how governments spend

Public financial management knowledge in Africa sits scattered across institutional websites, assessment repositories and unevenly published reports. Reform teams solve the same problems in isolation, evidence sits unused, and the lessons of one country rarely reach the next.

The PSC Hub answers that. It curates verified content in one place, presents diagnostic evidence under agreed methodological safeguards, and creates moderated spaces where practitioners exchange experience.

When a budget officer in one country studies how a peer reformed procurement in another, and reaches the person who led that reform, knowledge moves from paper into practice.

What members work with

Diagnostics, evidence and the people who apply it

Six parts of the Hub, from country assessments through to moderated peer exchange.

01

Country diagnostics

Assessment findings by country and by indicator, presented with their source and their limits, never as a composite ranking the methodologies do not support.

02

Knowledge library

Curated public financial management literature, policy briefs and research, each record carrying its provenance so practitioners can cite what they use.

03

Policy toolkits

Practical instruments for reform teams: treasury single account design, e-procurement readiness, budget transparency and the rest of the working toolkit.

04

Communities of practice

Moderated thematic groups around budgeting, auditing, domestic revenue mobilisation and related reform areas, where practitioners talk to their peers.

05

Structured learning

Courses and training routes for public sector professionals, delivered with Ubora Academy and built around what institutions actually need.

06

Convenings and technical assistance

Workshops, webinars and a route to request support, connecting a reform question to the people and institutions able to answer it.

Public finance is where Agenda 2063 is funded

Sound public financial management underpins every stage of the development agenda, from budget formulation and execution through revenue mobilisation, debt management and external audit. Stronger systems translate into more schools built, more clinics staffed, and more public money accounted for.

The Hub advances Aspiration 1 of the African Union's Agenda 2063, on a prosperous Africa built on inclusive growth, and Aspiration 3, on good governance and the rule of law. It supports Sustainable Development Goal 16 on effective and accountable institutions and Goal 17 on strengthening domestic capacity for revenue collection.
